1997 Lincoln Continental I think my Fuel Pressure Regulator

Often times when I go to start my car it wont turn over and sometimes it will if I crank on it. When it does not start I have to go under the hood and the valve where you test the Fuel Pressure with the gauge and "bleed" it most of the time the gas shoots all over and then I wait a minute and it starts right up. But lately when it wont start and I go to release the pressure there is hardly any gas coming out. Is it my regulator

Most likely fuel pump hang a guage on it and see what it is
