The lights were still on after the car turned off?

I was in a car accident a while ago, minor scratches and a new driver side mirror. I am waiting for the new mirror to come but have noticed that when I turn the car off the DRL (Daytime Running Lights) and brake lights are still on. When I turn off the car the cabin lights flash and turn off. The RPMs read approx. 600. I cannot open the trunk with the car off, it has to be running in order for me to open it, fob, button, and handle do not work unless the car is running. I have tried an OBDII tester and it won’t power on. Tested the tester on a different vehicle and works just fine. Key fob will not lock or unlock the vehicle, tried both key fobs as well as new batteries in each. I do have a TPMS light on as well as a possible ECM issue, however only the TPMS light is new. I had brakes changed and that may be the cause, uncertain of that or if it is the reason for this issue. Any help is appreciated.

Hi,

I need you to check something for me. At the data link connector (DLC), I need you to locate pin 16. (See pic below)

There should be battery voltage to that connector pin at all times. Using a test light, voltmeter or multimeter, check to see if power is present.
