I've checked the wires, replaced the switch and changed the light bulbs out. But can't figure out why they won't turn on. What else could it be??

see if power is going up to turn signal switch and back out and see if horn wire is getting power. check the black wire going to horn and ground out see if horn blows it should then check to see if brown wire is getting power to taillights. I am assuming you have already checked fuses and horn relay.
