Light side exterior lights and turn signal malfunction

The headlight on the left side dims after you initially turn on your lights as does the marker light. The left turn signal has malfunctioned and only works periodically or whenever it feels like it. There is no rhyme or reason to it working or not. Adjusting the steering wheel height, fiddling with it, nor percussive maintenance (hitting it) solves it. Fuses are fine. Replaced the bulbs. Hazard lights work perfectly and so do all the light on the right side of the vehicle.
The dealer said the Hyundai dealer replaced the steering column before we bought it.

Not sure if this matter or not but the locks can only be used while vehicle is running and interior lights do not work when ignition is set to accessories.
Locks and interior lights I can manage without but I do need my turn signal.
Any ideas on what could be causing this?

Since the light dims, I have a feeling it is related to a grounding issue. I need you to look at the attached two pics. You will note that both grounds (left headlight and left signal, both ground near the same place. I need you to locate the grounds and check for corrosion, damage, make sure they are tight and so on.

Let me know what you find.

I checked and I see no corrosion and everything is in place. No loose or exposed wires.

The idea that they dim means something is reducing power to them. Is it possible for you to run a new ground to see if that eliminates the problem?

I think that may be above my skill level. Would grounding cause my turn signal to stop working?

Bought a new switch and replaced it. Had no effect other than making the turn signal work less often than it did previously.

Tested the voltage and it read 0.4 with the blinker on. Tested it with the flashers and it flashed between 13.9 to 0.4. Grounds all looked fine.

Where are you checking voltage? Also, yes a bad ground can open a circuit and cause it to fail. Can you do me a favor and let me know the engine size and the first eight digits of the vin.

I checked the voltage coming into the turn signal. Double checked all the wires and especially the grounds. Nothing. Not a bit of corrosion. Nothing exposed or lose. All is as it should be.
It's a 1.8 l. The vin is 5npdh4ae.

I just wanted to confirm there was no difference in the wiring, that's why I asked for the vin. There are two schematic based on vin and I had the right one.

At this point, I feel there is most likely an issue with the instrument panel switch (IPS) control module. It really will need an upper level scanner to test. I wish I had a better answer for you, but if you aren't getting power to the light, that is where it comes from.

I attached 3 pics. The first two are from the schematic. They both show the ARISU-LT portion of the module. This is what powers the left tail light. Pic 2 simply shows the wire that goes to the signal. Pic 3 is the component I am referring to. It isn't something you can get anywhere and I suspect it is what failed. However, you really need to have it confirmed. Sorry for pic 3. It is the only one I could find. That component is in the module.
