1995 Lexus SC 400 Radiator Fan

Ever since I had the Hydraulic Seal changed (part # 90099-01581?) the radiator fan is always on, even when I start the engine without the a/c on in the morning. The revolutions of the fan seem to change with the engine speed. I am almost certain that the fan was not always on before, and would come on only intermittently. I have had the car at the local Toyota dealer several times for long periods at a time, but they seem to be unable to find the cause. Can you help?

You are correct. THe fan shouldn't run all of the time. Have they checked the fan relay and the temp sending unit?
