1997 Lexus LX 450 Burning oil ???

1997 Lexus LX 450 6 cyl All Wheel Drive Automatic 212K miles

Hello, My wife drives car pool and does city driving and has been using 1-2 qts of oil/month. No leak is found. A small amount of blake smoke comes out of exhaust once she first cranks it. It soon stops and no blue color is see. I have been told valve seels or piston rings could be problem. What do you think and and how do I diagnose this problem. What is estimated cost for parts/labor ?? Thank you, the vehicle runs and looks great other than this.

Sounds more like valve seals if its the rings it'll be there all the time-
