The steering wheel will move in and out but makes a ticking noise when the tilt function is activated, and will not move.

Sounds like the motor may have stripped a gear or something to that affect. You will need to pull thecovers off the column and the knee bolster most likely to get access to the motors so you can visually inspect the to see what happened and what needs to be repalced
