1990 Lexus LS 400 front end wobble

the front end shakes and wobbles only when i hit the brakes, could this be the front end or warped rotors?

Wobbles when brakes are used is normally the rotors need to be changed. But with the mileage on yours check both. Before you remove the tires jack it up, and shake the tire back and forth, then grab at top and bottom and shake again, any movement means worn front end parts too!
