lexus recommends I replace my gs400's timing belt during the 90000 mile service. I have never owned a car that required this, and I am wondering if it is necessary or advisable.

your vehicle DOES require timing belt replacement at the 90,000 mile interval. If you neglet to replace your vehicle's timing belt at the appropriate mileage intervals, you risk doing serious internal damage to your engine (bent valves, etc..)
