My front windshield wipers work, but very, very slowly. Is this something I can diagnose and repair myself?

WIPERS INOPERATIVE IN LOW, HIGH OR MIST POSITIONS
Check and repair the following items as necessary:
Faulty wiper switch.
Faulty wiper motor.
Open or shorted harness.
