2003 Lexus ES 300 A/C blower only runs at slow speeds

The A/C blower only blows at low speeds. The speed control display shows that the fan works at all speed levels, however there is minimal air flow.

Sounds like the problem lies on the AC Amplifier-what it does is send signals to the blower motor to control its speed by changes in duty ratio, To include trouble in the blower motor wiring circuit.

Its on the heater control housing sub-assy
