2000 Lexus ES 300 Front Turn Signal Changing

My turn signals are inconsistantly flashing faster than normal and I assume it's a bad filiment causing the problem. Do you have to remove the lower plastic engine shroud and wheel well covers to gain access to the front turn signal bulbs?
