1993 Lexus ES 300 Overheating

I have a 1993 lexus es300, and it has a hydralic radiator fan motor. This car overheats when you drive it. If it idles it reaches half way on the temp. Gauge. What can cause this to happen? A bad hydralic fan, or a bad power steering pump, since the power steering hose run into the fan. This has got me going crazy.

Is the fan coming on? Check coolant level to ensure no leaks. Thermostat may also be sticky so remove and test it.

Yes the fan spins, cause it's hydraulic, it works with the power steering pump, but it doesn't spin fast as an electric fan would.
The thermostat is out. Could that cause to overheat since I'm running the vehicle with out it?
