The left turn signal up front blinks rapidly, the rear turn signal does nothing. I went to a mechanic and he immediately identified the problem with burned out high stop light. I ordered one from GM parts. the local mechanic installed it. it still does not work.

When the mechanic installed the part and it did not solve the problem he/she should of diagnosed the issue. 9/10 when the turn signal indicator blinks rapidly it is due to an inoperative bulb in the circuit.

Do a visual check of turn signal lights. Turn on your four way flashers and compare left to right side. If there are no burnt bulbs it’s possible that the wrong bulb was installed in the incorrect location. This would cause the incorrect resistance in the circuit as well.
