Left rear wheel stuck after pedal depressed. All others ok

Lft rear wheel stuck. Burnt pads on left only. Replaced pads. Caliper retracts easily. Push brake LR locked. Cup pushes back easily. Thinking hose. But don't understand how caliper can be pushed back so easy. Also thought proportioning valve but....

push on the brake till the wheel is locked then loosen bleed screw if it releases then bad hose if not then bad caliper
