2001 Range Rover dome lights stay on at all times.

after replacing my head liner a fuse burnd out f-14 20amp did not know what cause this?Just simply replaced fuse and dome lights came on, but know they wont turn off.I took out all interior bulbs to keep my batterie from running down. Please help me out will gladly donate with respond man of my word. Thank you.
