1998 Range Rover brakes are hard to push

I replaced pads and rotors in rear. Fronts look fine and brake pedal still pushes hard and car does not stop well. All dummy lights are on too.

You will need to get a scan to check for any fault codes, and i would be checking the booster and the vacuum supply as if this is faulty your brake pedal will be hard and high and very hard,
