1997 Range Rover heat exchanger box

Have new condenser, but heat is going into exchange box and air coming out is NOT cold. What can I do to cut the heat off for the summer or fix the controler?

Temperature Control
The A/C-heater system utilizes separate temperature rotary controls for left and right sides of vehicle. Temperature variation is achieved by separate servo motor-operated vent flaps within air distribution unit.
