1997 Range Rover A/C works randomly

replaced main digital screen on dash since digital screen was not displaying #'s. Also a refrigerant professional said system was almost fully charged. Cold air rarely runs when hot outside. seems to have plenty of air flow when it kicks in. Just fickle when it turns on. sometimes when I run it , it won't work then it starts when I stop car & start it up again.

Insufficient Cooling
INSUFFICIENT COOLING
Possible Cause/Remedy
Expansion Valve Not Operating Efficiently..Renew Expansion Valve.
Low Refrigerant ...Charge/Test System For Leaks. Evacuate System & Renew Components As Required. Recharge System.
Compressor Not Pumping...Renew Compressor
