1996 Range Rover over heats

I can let the rover idle in the yard for an hour and it want over heat , but when I drive down the road at 35 to 45 mph it will over heat in 5 minutes..I've had the heads resurfaced, new gaskets, and new seals and it still over heats...

The fact that it over heats so fast indicates the thermostat needs to be replaced.
