2001 Rover 75 Top speed adjustment

I own a 2001 Rover 75 1.8P Saloon and I'm unable to accelerate more than 85mph at the top gear.

I think there should be some adjustments made by the previous owner... Can anyone help me on how to remove such block if there is one.

Smell could be the clutch plate...

I doubt there is any kind of block on the vehicle .. have a repair centre look at the vehicle !!
