1998 Other Rover Models Engine Runs Hot

98 Land Rover Discovery, 4.0 V-8. Overheats, then when you shut it down it cools off quick. Replaced the Head Gaskets, had heads checked, sent radiator to shop for repair. They said there was block sealant, so we flushed the motor. New Thermostat, and water pump. Someone said could be cracked heads, but it doesn't overheat for quiet sometime, once at operating temp, at idle it over heats quickly. Could it be the Fan Clutch? This model has a spring that engages at a certain temp. I held a paper towel in front of the grill when engine was hot and it did not pull the towell in. Fan Clutch??
