Timing Belt replacement

I need to know if it requires any special tools to replace the timing belts on my freelander. I have taken it to several places in town and no one wants to fix it. Plus I don't understand why it's going to cost me almost $2,000 to fix it. any help would greatly be appreciated.

There are cam and crank lock up tools ! Start by disconnecting the battery here are diagrams and the timing belts marks so you can do the job yourself please follow this link
