1998 Land Rover Freelander ENGINE IDLE HIGH

I have a 1998 Freelander 5dr Tdi (L-series Diesel)
It just started to idle high (just above 1000rpm) and sometimes it would shoot up to between 3000-4000 rpm when ingaging the clutch (when coming to a stop). I have also found that sometimes when idling high if I pump the brake pedal the revs would come down.....any ideas would help

start by checking for vacuum line leaks on engine
