2004 Kia Spectra 4 cyl Front Wheel Drive 80000 miles

My doughter had her breaks changed, as they were pullng out of the garage they said you have a broaken front passanger axel broken. How could this happen?

If the axle was broken, the car would make a lot of noise and not move. Honestly, for brake repairs, the axle wasn't touched. Did they say the axle or the CV joint?
