2001 Kia Sephia Car won't go over 40

Once the car hit 40 MPH, the RPM's increase, but the car won't go any faster. Would that be the torque converter or the transmission?

have the vehicle plugged into a diagnostic computer .. could be the 2/3 or 3/4 clutches inside the trans are going bad
