Parking lights

I have a 1998 kia sephia with about 83000 miles on it. Just yesterday my parking lights have stayed on. I am unable to turn them off only if I disconnect the negative on the battery. But when I put the negative back on my lights stay off thats untill I start my car then they come right back on and dont shut off again I did check the fuses and the relay box but I saw nothing blown. I pretty much dont know what lse it can be any suggestions for me?
