1999 Other Kia Models can only go 35 mph

1999 Other Kia Models Front Wheel Drive Automatic 130,00 miles

my car will not let me go over 35 mph. someone said that my fluids might be low. would this cause it. I want to know if this is something I can take care of or do I have to take it to someone.
