So this will happen if the shift lock cable is not adjust correctly. I would remove the shifter side of the shift lock cable and move it back and forth to see if the key can be turned all the way off, if you upload a video of what is going on it would help. Here is how to adjust the shift interlock cable, check out the images (below). Please upload pictures or videos in your response of any problems so we can see what to help you with.
