key will not turn completely off

Changed the ignition switch still have the problem which I've narrowed to the gear shifter. when I remove the shift knob the yellow stick does not pop all the way up to release the key. why is this? What is the fix?

This is called the shift interlock. I attached the info below on how to replace the solenoid.
