There is a service bulletin to improve the idle quality which requires an ECM update and replacing the camshaft.

POOR IDLE QUALITY
PURPOSE
For 2004 Galant MIVEC models with VINs after 4E107228 (Federal emissions) or 4E108924 (California emissions), idle quality can be improved by only adjusting the valve clearances as described in TSB-04-11-004. Camshaft replacement and PCM reprogramming will not improve idle quality on vehicles with VINs after 4E107228 (Federal emissions) or 4E108924 (California emissions).
On affected vehicles (VINs before 4E107228 (Federal emissions) or 4E108924 (California emissions) that exhibit poor idle quality, idle quality can be improved by performing all of the following three repairs:
 Install a new, improved camshaft listed in this bulletin.
 Adjust the valve clearances as described in this bulletin.
 Reprogram the PCM as described in TSB-04-13-010.
AFFECTED VEHICLES
2004 Galant models equipped with 4G69 2.4L MIVEC engine before the following VINs:
-Â VIN 4E107228 (Federal emissions)
-Â VIN 4E108924 (California emissions)
PROCEDURE
1.  Inspect the rear of the cylinder head for a punch mark with white paint.
    a.   If there is NO punch mark with white paint, go to Step 2 for camshaft replacement.
    b.   If there is a punch mark with white paint, go to Step 3 for valve clearance adjustment.
2.  Replace the camshaft, using the part listed in the PARTS INFORMATION section of this bulletin. The new camshaft has an "L" identification mark.
    Refer to Group 11 A in the 2004 Galant service manual for replacement procedures.
    IMPORTANT
       Replace the camshaft and reprogram the PCM only if the VIN is before 4E107228 (Federal emissions) or 4E108924 (California emissions).
A.   To identify the new camshaft for future servicing make a small punch mark at the rear of the cylinder head, then apply a white paint mark over the punch mark.
         Continue with Step 3 for valve clearance adjustment.
3.  Adjust the valve clearances to the following cold specifications:
    Intake: 0.11 mm (0.004 in.)
    Exhaust: 0.20 mm (0.008 in.)
4.  If the camshaft was replaced, reprogram the PCM as described in TSB 04-13-010.
