2000 Jeep Wrangler loud whistle

There is a VERY loud whistle while driving....only when I take my foot off the accelerator....sound goes away when I accelerate again. The sound is even louder on the outside of the car.

Wistling can be a crack in the plastic air supply duct to the throttle body from the air filter box, or a bad IAC(idle air control), that part is bolted to the throttlebody. A Screeching on the other hand would probably be the serpentine belt on the engine pulleys.
