1999 Jeep Wrangler Engine runs high in drive with foot off

When I take my foot off the brake the car takes off from a stop and will reach speeds of 15 miles an hour after a short time. It seems to idle in neutral and park OK but after putting it in drive it wants to surge forward. Is it the transmission or the idle sensor? Thanks
