1998 Jeep Wrangler Water leak in Passenger front floor

I have found a clear water leak that is making the carpet smell. I think this is coming from a circular spongy type contraption at the top of the floor area on the passenger side. This is happening on dry days. Thanks

The vent intake is filled with water. There should be a hose inside the engine bay which will let the water drain out. These become clogged very easily with water.
