1998 Jeep Wrangler Radiator

I have coolant fluid coming out of the radiator cap. I replaced the cap and it is still coming out. The engine doesn't overheat on the thermostat gauge inside the vehicle and the heater still blows out hot and cool air.

Is the fluid actually coming out around the cap or is it coming out the overflow tube?? Also does it take awhile for the heater to warm up?? I am thinking maybe the thermostat is stuck open?? Let me know Curt
