Jeep is not starting properly, fuel pump takes 30 seconds to 30 minutes to get a start signal or power to start.

Check the fuel pump relay in the powertrain fuse box. Should be 12V with ignition on. If it is 12V then you need to remove the tank and start testing the fuel pump. If it isn't 12V then you need to check the wiring up to that point for broken wires or bad grounds.
