I have a 94 wrangler and the ecm is located on the firewall inside the engine area underneath the windsheild wiper fluid tank and the radiator overflow tank. Only a couple of bolts hold it against the firewall and the multi-pin connector.
Seems like during the cooler weather some ecm's are cold natured and will not work until warmed up. I actually take a blow dryer to mine and warm it up to get the jeep to start. You can also turn the key on but not crank for a few minutes and it will start also.
