1992 Jeep Wrangler jeep fuel system pressure test failure

My Wrangle Renegade is failing its pressure test during emissions testing. Fuel cap has been replaced. Smoke test done and no leaks detected. Still failing to pressurize at all according to techs at the emissions test station.

check to see that the evap vent solenoid is shutting off the vent valve when the vehicle is trying to check for leaks
