This may be a "Generic" EZ problem you have! (Speculating)
On a CJ (Carb) It sounds like maybe you are STARVING for fuel. During "Routine Driving" you might not be calling for MORE fuel, as you are, when pulling a hill etc.A dirty fuel filter will RESTRICT flow!
When's the last time you Studied your ROUTINE SCHEDULED MAINTENENCE IN A POPULAR REPAIR MANUAL, written specifically for your rig?
They are handy and explain alot of things, if kept in your rig, good for an emergency, costs about $30!
If you haven't replaced your FUEL FILTER at its proper interval, DO SO NOW!
If my diagnoses is incorrect, At least I helped you with a Maintenence Step you had neglected.

Spill your guts, in detail, anything you may have left out----adjustments, new parts, atmosphere when it started this. Etc.
