Basically the Jeep gives all signs that it is flooded when starting, excess fuel and once it fires you have to step on the gas pedal to get it to run. Idles alright when cold, but after it warms up the idle is very rough and will not stay running. Also it will back fire once in a while when shifting between gears.
I initially thought it was the fuel regulator. I have install a new fuel regulator and now it will start (if primed), but will not run.

You indicate that I should check the fuel pressure, but would bad fuel pressure show up at higher speeds. I do not have any problem at that moment.
I do not have any manuals at the moment, where is the O2 sensor located?

O2 sensor located on the exhaust system
need a pressure gauge set to check fuel pressure
if you have a leaky injector and or low pressure it all should show up on the gauges
High speed demand high fuel flow and constant fuel pressure
