1990 Jeep Wagoneer key lock

is it necessary to remove the steering wheel to replace a key lock? it is locked in the on postion, I had to remove the coil wire to turn it off and now can not get the shroud off of the column to replace the lock

THe steering wheel needs reoved to access the tumbler.
