1986 Jeep Wagoneer Hot Battery Cables

With a brand new, fully charged battery I have attempted to start the Wagoneer. It will not start, the battery cables and terminals become hot to the touch. What could be the problem? Bad solinoid, bad starter possibly? Any ideas? Thanks so much!
