1978 Jeep Wagoneer starter problems?

I just bought a 78 jeep wagoneer and it sat for 10 yrs in someones garage when i got to it. I've replaced the solenoid,cables,ecm,battery,coil,dist. capand rotor,starter switch and cylinder lock switch,the starter on it was new so i didnt touch it,also went through the fuel system. My problem is the starter does not dissengage after i turn the switch off.....why????

Have you checked to see if it is getting power to the starter?
