2004 Jeep TJ multifunction switch

factory fog lights stay on all the time...switch is off, keys out of ignition...turn left turn signal on they go off...so i figured multifunction switch has gone bad...picked one up at local dealer...installed, now fog lights work fine but i have no turn signals or flashers...installed old switch and they work fine...everything on old switch work except fog light problem..does the new switch need to be programmed at the dealer....thanks
