alternator gauge reads 19V/headlights pulsate

91 jeep Cherokee my ALT gauge is showing 17-19V and the headlights Pulsate. Replaced the alt still having the proplem?

could be a ground problem....check the connection of the ground battery cable and the cable that grounds the motor to the frame....just a thought
