I had my turn signals stop working so I checked the fuses and all were fine. I checked the switch and changed it and that didnt work. I changed the relay and that worked but as soon as the flashers were turned off, there was an audible buzz that stayed on as long as the turn signals and or hazards were turned off

Sounds like you need a flasher. It sould be located on the underdash fuse block.

That would cause the relay to buzz?

Relay will "buzz" due to bad coil or contacts. Low voltage to the coil is sometimes will cause this, but it's usually a bad coil.
