HEADLIGHTS STAY ON, WHEN CAR IS NO LONGER RUNNING AND IS TURNED OFF.

Will headlights change from low to high beams? Do the lights go off when you change them and then turn vehicle off? Seems like may have a stuck relay..

NO, HEADLIGHTS DON'T GO OFF, WHETHER OR NOT THEY ARE ON HIGH BEAM OR NOT. WE HAD TO DISCONNECT BATTERY TO TURN THEM OFF. CAR STARTS AND LIGHTS ARE ON, EVEN WHEN THEY ARE IN OFF POSITION.

okay, check for faulty relay, both low and high beam relays. both are on the junction block (below left end of dash). if the vehicle has daytime running lights then there will be no high beam relay, there will be a DRL relay in its place which can't be tested, just have to swap it with a known good one. if relays don't fix issue then the multi function switch will need tested.
