2004 Jeep Liberty idle adjustment

idle is too low, when stopped or parking, the power steering pump is too slow, causing hard steering and the a/c compressor slows enough to blow hot air. I need to adjust up about 150 - 200 RPM. if i do this with the accellerator, it corrects the probolem.

Does the idel get adjusted through the computer or is there an idel adjustment?

The computer determines the idle speed.
