When I started my 2003 Jeep Liberty the serpintine belt came loose. It is not broken, but loose. I can move the tensioner by hand without lossening it. Does the tensioner need replacing along with the belt? The belt is original.
And how hard is it to replace the tensioner?

Yes, it does sound like it needs a tensioner and a belt.
I can't tell you much about changing it since you didn't give the engine size.
