chiton manual says CODE 45:rich exhaust indication.the engine must operate for up to 5 minutes,be in closed loop and at part throttle before this code will be set.

what does that mean an how do i fix it

It sounds like a bad O2 sensor. The sensor isn't warming up and closing the loop (basically completing the circuit).
